Singapore citizens, like citizens of many countries, require a visa to enter the Russian Federation. You can apply personally (or through a travel agency in Singapore) at our Office (Visa Section) located at 51 Nassim Road, Singapore 258439, Monday to Friday from 10 a.m. to 12 p.m. (noon) except weekends and Russian public holidays. If applying personally, please, prepare all the required documents. We do not provide copy, photo or other services. By the Decision of the Government of the Russian Federation No. 635 of October 4, 2007 the amendments have been made to the Regulation on the Visa Form, Procedure and Terms of Its Drawing up and Issuance, Prolongation, Restoration in Cases of Loss, As Well As the Procedure of Revocation. The amendments introduce a new rule permitting to draw up and issue the visa to a foreign citizen staying in the country other than the country of his citizenship on condition of the presence of the permission for permanent stay in this country for more than 90 days. For citizens of some countries visas may be issued provided they have permanent resident status in Singapore. Payment of Visa processing fees should be made upon submission. Payment should be made in Singapore dollars, cash only. Visa processing time: 3 working days (urgent processing), 6 working days (normal processing). Under the principle of reciprocity for citizens of certain countries visa processing may take longer time. All paperwork once submitted is not subject to any change of the announced visa processing period or the period of stay in Russia indicated in invitation available at the moment of submission. If applicant needs to make changes in submitted paperwork, all documentation will be returned to applicant for resubmission. The visa-processing fee paid is not refundable.
The following documents should be submitted in order to obtain a visa regardless of its category: 1. Completed visa application form, signed by the Applicant with one passport-size photograph. All entries on the form should be typed or written in block letters in English or Russian. Incomplete visa application forms shall not be processed. US and UK nationals are required to fill in special visa application forms (holders of the U.S. diplomatic and official passports are exempted from this regulation). This measure is taken on the basis of reciprocity in response to the identical action of the US and UK sides. Both application forms can be downloaded from our web-site. 2. Valid national passport (original only and it should have at least two clear pages). It must be valid no less than six months after the visa expiration date. 3. For citizens of countries other then Singapore - permission for permanent stay in Singapore for more than 90 days, issued by Singapore authorities (for example, work pass, employment pass, permanent resident card) is needed.
Russian Tourist Visas differ by a number of permitted entries - single or double entry and are normally issued for a period not exceeding 30 days. For a Tourist Visa, please submit: - Tourist Voucher and Confirmation with the reference number from Russian travel agency or Russian Hotel registered with the Consular Department of the Russian Ministry of Foreign Affairs. - Valid passport; - Duly completed Visa Application Form; - One recent passport-size photo (approx. size 3x4 cm);
BUSINESS VISA Single-entry and double-entry Business Visas are issued for no longer than 90 days. Multiple entry Business Visa is issued for up to 1 year and only upon authorization from the Russian Ministry of Foreign Affairs or Letter of Invitation from the Russian Migration Service or its Regional Office. Please note, that according to the amendments to the Regulation on the Visa Form, Procedure and Terms of Its Drawing up and Issuance, Prolongation, Restoration in Cases of Loss, As Well As the Procedure of Revocation, introduced by the Decision of the Government of the Russian Federation No. 635 on October 4, 2007, multiple-journey visa permits the holder to stay at the territory of Russia no more then 90 days in every 180 days. For a Business Visa, please submit: - Letter of invitation from the Russian Federal Migration Service (or its regional offices) or a registration number of the telex Invitation from the Consular Department of the Ministry of Foreign Affairs of Russia. Copies of invitations for 1 year multiple-entry business visa are not accepted. Please submit the original. - Valid passport; - Duly completed Visa Application Form; - One recent passport sized photo (approx. size 3x4 cm).
PRIVATE VISA Private Visa is issued for a period no longer than 90 days and is valid for single entry only. For a Private Visa, please submit: - Original invitation which can be obtained by any Russian citizen from a local office of the Federal Migration Service; - Valid passport; - Duly completed Visa Application Form; - One recent passport-size photo (approx. size 3x4 cm). Transit Visa permits to travel through the Russian territory without stay. In accordance to your tickets, it is issued for up to 72 hours, if you travel by air, or for up to 10 days, if you are using other means of transportation. For a Transit Visa, please, submit: - The visa of the country of destination and a copy of the air, railway or other ticket with “OK” status (required); - Valid passport; - Duly completed Visa Application Form; - One recent passport-size photo (approx. size 3x4 cm). The Government of the Russian Federation has issued decree № 773 from 02.10.2009 on participation of Russia in APEC Business Travel Card Scheme (ABTC). Under the decree, which comes into force on 12 April 2010, the ABTC holders will enjoy special fast-track entry and exit lanes at international airports and seaports. Although the ABTC cardholders are still to apply for entry visa, unless otherwise exempt under international agreements of thе Russian Federation, Russian Mission will process such visa applications in a priority mode, including same day visa processing. An ABTC cardholder, applying for a Russian visa, should present an invitation from receiving organization in Russia, completed application form, one photo and passport. Please note, that upon arrival to Russia the ABTC cardholder should show his passport with visa and the card to pass through the lanes "For APEC Business Travel Card holders" or "For ABTC holders"» which can be the same as "For Diplomatic passport holders". When applying, please, be advised that the permission to enter the Russian Federation is a courtesy of the State. In accordance with the International Law, the Consular Section in certain cases reserves the right to consider your visa applications for as long as it feels necessary. Consular Officer reserves the right to invite the Applicant to be interviewed in person. Visa can be denied if the Consular Section has serious reasons to believe that the Applicant's visit to the Russian Federation is not desirable, and the disclosure of the reason for the denial can be withheld. Visa processing fees received from the applicant are not subject for reimbursement in case of subsequent refusal. Visa fees and charges depend on citizenship of applicant and processing time. The Consular Department of the Embassy will not bear any responsibility for the errors in visas, which were not brought to our attention before departure from the Republic of Singapore. Diplomatic Visa applicants have to present their diplomatic passports in original. Guests of the employees of the Foreign Diplomatic and Consular Missions in Russia are advised to obtain an invitation or verbal note from the Mission addressed to the Embassy of the Russian Federation in the Republic of Singapore. The invitation must be dated and carry a seal and a registration number. (Sometimes, Foreign Missions in Russia prefer to process their invitations through the Russian Ministry of Foreign Affairs. In this case, the invitation or the verbal note is not required). Children apply for separate visas if they travel on their own passports. Non-travelling parents must confirm in an affidavit their consent for their children's travel. If the child's surname differs from that of his (her) parents, a copy of the child's birth certificate must be enclosed. Double-entry Visa is issued for two entries if indicated in invitation. All arrival and departure dates must be indicated. Applicants who used to be citizens of the USSR or of the Russian Federation and then emigrated from the USSR or from Russia must submit one of the documents which confirms that they are no longer citizens of the Russian Federation (so called "Visa to Israel" or stamp in their passport saying that they left for "permanent residence abroad" before the 6th of February, 1992 or official document certifying that their Russian citizenship was abrogated), otherwise the applications will not be accepted. The Consular Department of the Embassy does not issue visas to any other CIS countries. Travelers (excluding applicants for a multiple visa) planning to stay in Russia for a period of more than 90 days must attach a copy of an HIV test certificate to their application papers. No medical insurance is officially required unless you stay in Russia for 6 months or more. Prior to your visit, consult your medical insurance issuer for details. On the basis of reciprocity mandatory medical insurance is required for the citizens of Estonia, Israel and Finland, as well as for the citizens of Schengen Agreement Member-States (Austria, Belgium, France, Germany, Greece, Italy, Luxembourg, Netherlands, Portugal, Spain).
